Bills to pay FAA and TSA workers during shutdowns get introduced but keep stalling in Congress

Travel Delays

Again and again, members of Congress have dusted off the same idea: ensuring the federal employees who control air traffic and screen passengers and bags at U.S. airports get paidduring government shutdowns.

Bills to make it happen keep getting introduced in one form or another, sometimes with Democrats and Republicansas co-sponsors. Yet session after session, the result has been the same — agencies receive their annual appropriations, public outrage overlong security linesand flight delays fades, legislation languishes and workers have no guarantees their paychecks won't stop coming again.

"Once the crisis is over, people assume that the good times are back," said Eric Chaffee, a Case Western Reserve law professor whose research includes risk management in the aviation industry. "It's easy to pass the next big bill when you're still in the throes of the financial crisis, but once the shutdown is done, people have a relatively short memory of the problems that it created."

Since 2019, after a partial shutdown that spanned the holiday travel season, lawmakers have drafted, revised and reintroduced multiple proposals to pay aviation workers who would have to keep reporting for duty in the event of another budget impasse.

The Aviation Funding Stability Act of 2019 — and 2021 and 2025 — and the bipartisan Aviation Funding Solvency Act introduced after a government shutdown last fall would protect the pay of air traffic controllers. The Keep Air Travel Safe Act, filed in October, extended the protection toTransportation Security Administration agents. The Keep America Flying Act, also from October, would cover both TSA personnel and certain Federal Aviation Administration employees.

Broader proposals, like the Shutdown Fairness Act introduced in January, would maintain the pay of essential federal workers across the U.S. government. Those bills have stalled as well.

"Congress cares about headlines, and as a result of that, it means they don't always make changes that would be really beneficial," Chaffee said.

Political gridlock

Shutdowns that disrupt air travel have continued along with the push for aviation-specific pay protections. The 35-day shutdown that arose over funding for a wall along the U.S.-Mexico border during President Donald Trump's first term resulted in delays at East Coast airports and prolonged wait times at some airports as air traffic controllers and TSA agents went unpaid.

Last fall's 43-day shutdown broke the record for the longest funding lapse and revived concerns over the consequences of requiringair traffic controllersto work without pay. The FAA, citing risks to aviation safety, took the extraordinary step of ordering U.S. airlinesto cut flightsat 40 of the nation's busiest airports as unscheduled absences deepened existing staffing shortages at air traffic control facilities.

TSA officers who worked through that shutdown also found themselves working through a short one thatstarted on Jan. 31and yet another when funding for only the Department of Homeland Security lapsed on Feb. 14. Thousands began missing shifts each day as the stalemate entered its second month.

Carlos Rodriguez, a TSA agent and local union leader in New York, said many workers had not recovered financially from last year's shutdown when this one hit.

"Part of the American dream that I was sold was that working for the government was honorable and stable," Rodriguez, a second generation Dominican American, said. "But this is not honorable or stable."

On Friday, the 42nd day of the DHS shutdown,Trump signedan emergency order instructing Homeland Security to pay TSA agents immediately. The action came after House Republicans defeated a Senate deal thatwould have funded the TSA, the U.S. Coast Guard and the Federal Emergency Management Agency but not Immigration and Customs Enforcement and Border Patrol. The House later in the night passed its own bill to fund the entire Homeland Security department through May 22, but senators had already left town.

Johnny Jones, secretary-treasurer of the TSA division of the American Federation of Government Employees, said union members resent having their livelihoods used as tools and talking points in a game of political brinkmanship.

To them, the machinations of Congress feel like "let's checkmate the queen with the TSA pawn here, and then we'll smash them over whenever we feel like it," Jones said. "We're on the chess board."

Public pressure builds

Labor unions, airline leaders and airport executives have issued open letters, taken out newspaper ads and made direct appeals to urge lawmakers to act on at least one of the existing bipartisan proposals for paying government workers who are essential to the aviation and travel industries.

"Congress has the power to end this dysfunction once and for all, and must use any legislative vehicle to accomplish this goal," the Modern Skies Coalition said in a joint statement this week. The broad coalition of more than 60 organizations pointed to the Aviation Funding Solvency Act, Aviation Funding Stability Act and Keep America Flying Act as potential options.

The president and CEO of Airlines for America, a trade group representing major U.S. airlines, made a similar case in a Washington Times op-ed this week, writing that Congress "must get to the table immediately" and pass legislation that would prevent more scenes of frustrated passengers, overflowing airport terminals and donation drives for public servants.

"Right now, lawmakers are sitting on their hands doing nothing with three viable, bipartisan bills that could prevent this mess," wrote Chris Sununu, a former New Hampshire governor hired to lead the trade group last year.

The American Federation of Government Employees joined more than 30 unions this week in urging Congress to pass the Shutdown Fairness Act, warning that funding lapses undermined employee morale, recruitment and retention.

Breaking the cycle

Some TSA workers have reported sleeping in their cars or thinking about selling them to make rent. Union leaders have described workers not being able to fill their refrigerators or gas tanks.

Caleb Harmon-Marshall, a former TSA officer who runs a travel newsletter called Gate Access, said the officers he's spoken with are eager to receive all of their back pay quickly becausethey are strugglingto pay their bills and accumulating debt. But without greater certainty, more officers may miss shifts or decide to quit, he said.

If the president's emergency order only funds a single pay period, "that's not enough to bring them back," Harmon-Marshall said. "It has to be an extended pay for them to come back or want to stay there."

Previous legislation with bipartisan backing struggled to make it across the finish line. The Aviation Funding Act of 2019 that was introduced by Sen. Jerry Moran, a Kansas Republican, had 13 co-sponsors, eight of them Democrats. It never made it out of committee. A House version introduced by Oregon Democrat Peter DeFazio eventually had 303 co-sponsors and cleared the House Transportation and Infrastructure Committee but never received a floor vote.

The current political environment in the U.S. may consign the legislation in Congress now to the same fate, Chaffee said.

"We live in a society currently where things are very polarized," he said. "Whether or not any of these bills get passed, it will need to have political momentum behind it, meaning it will need to be something that the public really wants to see happen."

The Opening Ceremony of the 1994 World Cup was a spectacle, of course. The United States was hosting the tournament for the first time, which meant a star-studded party to kick off the month-long celebration of the sport.

Emceed by talk show host Oprah Winfrey, the event featured a speech by President Bill Clinton and musical performances by Darryl Hall of Hall & Oates and Jon Secada. The big draw was Diana Ross performing "I'm Coming Out" as dancers, confetti and balloons all enveloped the field.

As Ross sang, she made her way across the field to take a penalty kick on a more-than-ready goalkeeper. After a few stutter-steps, Ross sent her shot very left, even with the goalie guessing correctly. The ball rolled wide, but the net broke apart as it was supposed to for the stunt.

"I'm not sure that was supposed to happened," uttered British broadcaster John Helm.

The missed penalty kick was a sign of things to come. The tournament opened with Ross' miss and ended with Italy's Roberto Baggio sailing one over the crossbar to crown Brazil as champions.

For Shannon Harris and DC Defenders, continuity is key in UFL title defense

Shannon Harris became the DC Defenders' head coachjust six days before the 2025 UFL season. Fast forward one year and he is now one of the league's longest-tenured coaches.

The UFL underwent significant changes to its operating structure ahead of its 2026 campaign. The leaguerelocated three of its eight franchises, hired six new coaches and shifted one of its two holdovers – Anthony Becht – from the St. Louis Battlehawks to the Orlando Storm.

That leaves Harris as the only coach returning to the team he led the previous season. The Defenders will also return most of their support staff along with a "core group of guys" from last season's championship-winning roster.

Harris believes that could provide the Defenders with an advantage as they look to defend their 2025 UFL title.

"Any time you can have that continuity across the board, that's part of our roster organization, you want to feel some confidence," Harris told USA TODAY Sports in a phone interview.

Harris seemed particularly excited about returning the team's entire quarterback room from their championship season. That includes Jordan Ta'amu, who led the UFL with 17 touchdown passes last season and wasnamed MVP of the 2025 UFL championship game.

"Jordan has definitely taken this offense to another level for us," Harris said.

But Harris explained that the team's backup quarterbacks – Mike DiLello and Spencer Sanders – have also been key in creating a collaborative environment in which the three-man unit operates.

"Those guys do a great job of bouncing ideas off each other," Harris explained. "They help each other in meetings, on the court, on the field as well. It's kind of like – you have that caddy in golf, where you're so comfortable with your coach, knowing that he's gonna tell you the right things. That's kind of how Mike has been with Jordan; and the same thing with Spencer."

Harris is hopeful the trio of quarterbacks will continue to sharpen one another's skills in DC's offense. That's something the 45-year-old coach did himself during the UFL offseason.

Harris spent the 2025 college season serving as the offensive coordinator at Tennessee State, in addition to his responsibilities with the Defenders. He worked under Reggie Barlow – who previously coached DC – and got a chance to return to his roots calling plays, which he relished.

"That helped me be more locked into not just being a head coach, but making sure my skills are still intact [as] a play-caller," Harris said. "I thought it was great for me to go do that, and excited I did. It can be taxing on the body a little bit at times, but I'm glad I got a chance to do it."

Harris appreciated his time at Tennessee State, but his focus has now fully shifted to the Defenders. And, unsurprisingly, he is setting lofty, championship goals for the team in 2026.

To get there, the 2025 UFL Coach of the Year knows his team can't rely solely on continuity to carry it.

"We still gotta make sure we maintain our integrity and think [about] what we've done to get ourselves to this point," Harris said. "We gotta continue to do those things to be successful."

The Defenders will open their season against the St. Louis Battlehawks in Week 1. It will mark the team's third consecutive game at The Dome at America's Center, which Harris and the team dubbed "Audi West" – a reference to their home stadium, Audi Field – en route to the team's 2025 UFL title.

Harris fully expects he Defenders to have a target on their backs in that game and throughout the 2026 UFL season.

"I'm sure we are circled on everyone's schedule," Harris said. "But for us, we wouldn't want it any other way."

The "Roar" singer and the politician are no longer shying away from making their romance public. Perry recently shared an Instagram carousel, and the very first picture broke the internet. It features the couple sharing an adorable moment during their date night.

They seemingly played a fun age quiz game, which gave a surprising result. Perry's result came in at 33.1, about eight years younger than her actual age, while Trudeau's result showed 43, roughly 11 years younger than his. The couple was all smiles as they held their phones together while posing.

Mexico's navy locates two missing sailboats carrying aid to Cuba, crew safe

HAVANA, March 28 (Reuters) - Two sailboats that went missing while carrying humanitarian aid from Mexico to ‌Cuba have been located by the Mexican Navy and ‌their crews are safe, a spokesman for the Nuestra America Convoy said ​on Saturday.

The two boats are part of the convoy, a broader grassroots aid effort seeking to deliver food, medicine, baby formula and other supplies to the Caribbean's largest island, amid a U.S. ‌blockade on shipments ⁠of oil and other supplies that has worsened power outages and led the state to ration ⁠services.

"The vessels are continuing their journey to Havana," a spokesman told Reuters. "The Convoy remains on track to complete its mission — delivering ​urgently needed ​humanitarian aid to the Cuban ​people."

The sailboats went missing after ‌departing from Mexico's Isla Mujeres last Saturday and had been expected to arrive in Cuba's capital, Havana, between March 24 and 25.

The spokesman did not immediately say why the boats had disappeared.

The U.S. Coast Guard initially told French press agency ‌AFP on Friday that the boats ​had been found but later recanted ​its statement, saying a ​search was still underway, prompting confusion.

The Nuestra America - ‌Our America in Spanish - coalition includes ​nearly 300 ​organizations from more than 30 countries, among them non-governmental groups, unions, political parties and lawmakers.

The group has already delivered ​approximately 20 tons ‌of aid by air and by sea to Cuba, ​including food, medicine, solar panels and bicycles.
